Job Summary:

The Quality Control Manager (QCM or QCQ System Manager) is responsible for implementing and managing the Quality Control Plan (QCP) as outlined by the U.S. Army Corps of Engineers. This individual ensures compliance with contract requirements, USACE regulations, and applicable standards through the execution of the Three-Phase Quality Control System. This role is essential to delivering projects safely, on schedule, and within quality standards.

Key Responsibilities:
    \n
  • Develop and maintain the project-specific Quality Control Plan (QCP) in compliance with USACE requirements.
  • \n
  • Implement and manage the Three-Phase Quality Control System (Preparatory, Initial, and Follow-up phases) on all definable features of work.
  • \n
  • Conduct and document all QC meetings with the USACE, subcontractors, and project staff.
  • \n
  • Prepare and submit daily QC reports, material submittals, test reports, and other deliverables required under the contract.
  • \n
  • Ensure that all work complies with contract specifications, drawings, and USACE standards.
  • \n
  • Coordinate and oversee all third-party testing and inspections, ensuring timely submission and resolution of non-conformances.
  • \n
  • Manage and maintain current records of all QA/QC documentation.
  • \n
  • Verify that all materials used are USACE-approved and meet contract specifications.
  • \n
  • Serve as the point of contact for all quality-related issues with the USACE and other stakeholders.
  • \n
  • Train and supervise subcontractors on quality requirements and company expectations.
  • \n
  • Support project closeout by ensuring all documentation is complete, including punch lists, O&M manuals, and warranties.

Qualifications:
    \n
  • U.S. citizen or legally authorized to work in the U.S.
  • \n
  • Minimum 5 years of construction quality control experience on federal or USACE projects OR 10 years of general quality control experience
  • \n
  • Must have completed the USACE Construction Quality Management (CQM) for Contractors Course (certificate required).
  • \n
  • Working knowledge of EM 385-1-1, Unified Facilities Guide Specifications (UFGS), and USACE standards.
  • \n
  • Strong written and verbal communication skills.
  • \n
  • Proficient in Microsoft Office Suite and construction management software.
  • \n
  • Ability to work independently and manage multiple priorities in a fast-paced environment.
  • \n

Preferred Qualifications:
    \n
  • Bachelor's degree in construction management, engineering, or related field.
  • \n
  • Previous experience managing design-build and/or military construction (MILCON) projects.
  • \n
  • Familiarity with Resident Management System (RMS 3.0).
  • \n
  • OSHA 30-hour construction safety training.
  • \n

Reporting To:

Project Manager and Corporate Quality Director

Work Environment:

Field-based position at the construction site.
May require long hours, weekend work, and occasional travel.
