Overview

Provide leadership, direction, and oversight for effective and comprehensive Systemwide Compliance and Ethics programs for the University of Texas System (UT System) and provide relevant direction and resources to UT institutions.

Purpose of Position

Provide leadership, direction, and oversight for effective and comprehensive Systemwide Compliance and Ethics programs for the University of Texas System (UT System) and provide relevant direction and resources to UT institutions.

Essential Functions
  • Serves as department head of the Office of Systemwide Compliance
  • Serves as Ethics Officer for UT System
  • Provide leadership, direction, and oversight of the UT System Administration Compliance Program
  • Supervise and direct staff responsible for coordination of programs in academic, healthcare, and research compliance, privacy, and ethics
  • Assist the Chief Risk Officer (CRO) as the compliance liaison between UT System institutions and the Board of Regents to ensure that the Board has sufficient information to provide effective oversight over each such program
  • Evaluate UT System priorities on high-risk compliance areas in coordination with UT Executive Offices and institutions
  • Collaborate with Executive Officers, Chief Audit Executive, the Board of Regents and institutions on risk identification and assessment process, and ethics issues
  • Provide resources to institutions in areas related to academic, healthcare, and research compliance, privacy, and ethics
  • Collaborate with institutional compliance professionals to develop and implement an effective compliance governance structure in the areas of academics, healthcare, research, privacy, and ethics
  • Create a collaborative environment to share information, resources and expertise in all areas of responsibility
  • Review policies, rules and reports in all areas of responsibility and eliminate any unnecessary duplication and bureaucracy
  • Provide resources and explore opportunities where appropriate in the form of Systemwide contracts, training, and collaborative services
  • Provide guidance to institutions to implement UT System compliance priorities on high-risk and emerging compliance and ethics areas
  • Report significant matters to the CRO, Board of Regents and the Systemwide Executive Compliance Committee (ECC) on a quarterly or as-needed basis
  • Develop, implement, and maintain an effective system for reporting and tracking significant events and complaints
  • Coordinate as needed with the CRO, Chief Inquiry Officer, Chancellor, General Counsel of the Board of Regents, the Vice Chancellor & General Counsel, and the Chief Audit Executive to investigate complaints received by the Board of Regents and/or the Chancellor
  • Implement, maintain, and enhance an effective system for reporting and tracking disclosures of potential conflict of interest and conflict of commitment
  • Develop and manage UT System policies which ensure each institutional compliance program meets the requirements of the United States Sentencing Commission Guidelines, the HHS OIG General Compliance Program Guidance, and related industry-specific guidance
  • Develop and maintain a knowledge base of essential compliance issues such as: Advisory Opinions and Fraud Alerts from the U.S. Department of Health and Human Services Office of Inspector General (OIG), the Centers for Medicare and Medicaid Services, and the Department of Justice; notices from the National Institutes of Health and other research compliance issues; and requirements from the Office for Civil Rights (OCR), Title IX, National Collegiate Athletic Association, and other compliance topics related to higher education
  • Ensure periodic effectiveness assessments are performed on each institutional compliance programs
  • Provide annual training to the Board of Regents on compliance-related laws and issues
  • Lead, guide and develop members of a team, fostering a proactive approach to compliance management
  • Other duties as assigned
Knowledge, Skills & Abilities
  • Deep understanding of relevant laws and regulations and the ability to interpret and apply them across the organization
  • Proven ability to foster a culture of integrity, transparency, and accountability at all levels of the organization
  • Skilled in identifying, assessing, and mitigating compliance and ethics risks through structured frameworks and controls
  • Strong written and verbal communication skills to convey complex compliance concepts clearly to diverse stakeholders
  • Ability to conduct and oversee thorough internal investigations and analyze data to detect trends, root causes, and areas for improvement
  • Capacity to align compliance initiatives with organizational goals and influence executive decision-making
Required Qualifications
  • Bachelors degree in Business Administration, Risk Management, other relevant field, or equivalent related work experience
  • Ten years program management experience in compliance, ethics, or related field and relevant work experience designing, implementing, comprehensive programs demonstrating a strong understanding of risk management processes, and practices
  • This position requires the ability to maintain the security and integrity of UT System Administration and its infrastructure.
Preferred Qualifications
  • Relevant experience in higher education and/or healthcare environment
  • Juris Doctorate or Masters degree in relevant field

Additional Information

The standard retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length. However, the incumbent of this position may elect the Optional Retirement Program (ORP) subject to the position being 40 hours per week and at least 135 days in length. Participation in either TRS or ORP is mandatory.

Background checks are conducted by third-party vendors. Upon request from the third-party vendor, candidates under final consideration must provide the required information for the background checks to be completed.
